David Alton

For 25 years David Alton served as a city councillor or MP in Liverpool. Today he sits as an independent cross-bench peer in the House of Lords. He was the country’s youngest city councillor, the youngest member of the House of Commons and then the youngest life peer. In 1992 he announced that he would not stand again as a Liberal Democrat after the party made support for abortion a party policy for the first time. Earlier in the day, at the same conference, an animal welfare motion had passed which included protection for goldfish on sale in amusement arcades and funfair.

On behalf of Liverpool John Moores University, where he is Professor of Citizenship, he has staged the Roscoe Lectures on Citizenship and created a good citizens awards scheme that is operation in 900 schools in the north-west of England.

Lord Alton is co-founder of Jubilee Campaign, a national patron of LIFE, and a member of the bioethics committee appointed by the Catholic Bishops of England and Wales. He is the author of eleven books and a Visiting Fellow of St Andrew’s University.

Lord Alton of Liverpool: My Lords, it is with great pleasure that I add my voice to those supporting the terms of my noble and learned friend’s Bill to inaugurate an anti-slavery day. I commend my noble friend Lady Young of Hornsey for the way in which she has moved the Second Reading debate today. Like others, I should also like to pay tribute to Mr Anthony Steen MP, and to the all-party group for its tireless efforts on this issue. At one time Mr Steen and I were neighbours as Members of Parliament in Liverpool before he became the Member of Parliament for Totnes, and we remain friends to this day. My noble friend kindly mentioned the Jubilee Campaign during the course of her remarks, an organisation that I helped to found some years ago. I am grateful to her for that.

Lord Alton of Liverpool: It gives me great pleasure to join others in congratulating my noble friend Baroness Cox for once again raising the long-standing suffering of the people of Sudan in your Lordships’ House. I will speak on two issues—the situation in southern Sudan, following the speeches of others who have contributed to the debate today, and the situation in Darfur. I remind the House of my non-financial interest as Honorary Secretary of the Associate Parliamentary Group for Sudan.

During my visit in September I was surprised by the depth of fear and encouraged to believe that the nuclear stand-off is not intractable.

The political leadership in the DPRK want a peaceful resolution. In return for recognition of their sovereignty, their right to exist, they pledge total denuclearisation and a willingness to “peaceful co-existence on the peninsular.”

Without this, they know that there is no hope of the elusive reunification with the south (“two systems in one country”) and that they will be condemned to an eternity of economic servitude and dire poverty.

And, be under no illusion, the DPRK is a country whose people have suffered enormously in recent years. It is easy to forget that 40 years ago North Korea’s Gross Domestic Product was twice that of the South. Today, the North is among the world’s poorest nations and the South is among the richest. Along with its diplomatic relations, the country’s economy and institutions are frozen in a time warp.

What was a developed nation has become a non-developed nation.
