David Alton

For 25 years David Alton served as a city councillor or MP in Liverpool. Today he sits as an independent cross-bench peer in the House of Lords. He was the country’s youngest city councillor, the youngest member of the House of Commons and then the youngest life peer. In 1992 he announced that he would not stand again as a Liberal Democrat after the party made support for abortion a party policy for the first time. Earlier in the day, at the same conference, an animal welfare motion had passed which included protection for goldfish on sale in amusement arcades and funfair.

On behalf of Liverpool John Moores University, where he is Professor of Citizenship, he has staged the Roscoe Lectures on Citizenship and created a good citizens awards scheme that is operation in 900 schools in the north-west of England.

Lord Alton is co-founder of Jubilee Campaign, a national patron of LIFE, and a member of the bioethics committee appointed by the Catholic Bishops of England and Wales. He is the author of eleven books and a Visiting Fellow of St Andrew’s University.

Chen Guangcheng

David Alton urges us to pray and act for China’s imprisoned blind human rights activist named by Time Magazine as ‘one of the world’s 100 most influential people’.

Just under a year ago I sat in an imposing office at the heart of China's Foreign Affairs Ministry. Opposite me was Dr. Shen Yongxiang, China's Special Representative on Human Rights Affairs. An intelligent and genial man,  Dr. Shen listened patiently and courteously extended our time together as we discussed a wide range of issues. But there was one case, in particular, which I wanted to explore in detail with Dr. Shen: the case of Chen Guangcheng - the blind human rights activist jailed in 2006 after exposing the forced abortion and sterilisation of thousands of Chinese women.

Afghan Christians facing arrest and execution

To ask Her Majesty's Government what representations they have made to the Government of Afghanistan about the situation of Afghan Christians who face arrest and execution? [HL701]

The Minister of State, Foreign and Commonwealth Office (Lord Howell of Guildford): We are aware of reports of the Deputy Secretary of the Afghan Lower House of Parliament's remarks regarding a call for the execution of Christian converts from Islam. The remarks were made during a debate over a recent series of Afghan television reports, which showed video footage of Afghans converting to Christianity. As a result, two international non-government organisations (Norwegian Church Aid and Church World Services) have been accused of proselytising and are currently under investigation by Afghan authorities. Under Afghan law, proselytising is illegal and conversion from Islam is a capital offence. We are following the investigation closely, but cannot pre-empt the findings at this stage.

Korean Peninsula: "Cheonan"

3.22pm Question Tabled by Lord Alton of Liverpool


To ask Her Majesty's Government what assessment they have made of the situation on the Korean peninsula; and what consideration they have given to placing the sinking of the "Cheonan" before the United Nations Security Council.

Lord Alton of Liverpool: My Lords, I beg leave to ask the Question standing in my name on the Order Paper and, in so doing, I declare a non-pecuniary interest as chairman of the All-Party Group on North Korea.

The Minister of State, Foreign and Commonwealth Office (Lord Howell of Guildford): My Lords, we are concerned about the situation on the Korean peninsula following the sinking of the "Cheonan" vessel. The Government are in no doubt that North Korea was responsible for this callous and unacceptable act. The Prime Minister has expressed his sympathy to President Lee for the loss of life. We urge North Korea to acknowledge responsibility and to avoid escalating tensions further. We understand that South Korea will request that the UN Security Council looks at this issue next week and we are working with South Korea and other international partners to ensure the strongest possible response with a UN Security Council consensus.
